Did County Superintendent Cover-Up Sexual Crimes Against Children?

We recently obtained a Sheriff’s Office report from 2012 where Lori Potkotter, who was then coaching for Fort Recovery Schools, is questioned about the teacher/student affair involving Chris Summers.

What is troubling is that Potkotter reports that for over two years she and girls basketball coach Doug Bihn reported the affair between Chris Summers and a student. County Superintendent, Shelly Vaughn, was aware of the incident as early as 2011 according to the report (see attached). Why would Mrs. Vaugh not report this immediately so an investigation could be launched?

Under Ohio Law 2151 Shelly Vaughn is a mandatory reporter of crimes against children. The information reported to her by Pottkotter necessitated her to contact authorities and to take all necessary steps to address the issue to protect students. Shelley Vaughn did not follow Ohio Law.

Mrs. Vaughn was also made aware of the child sexual abuse that was occurring via the “spirit-stick” hazing ritual and there were no policies that were put in place to protect the children. Just having knowledge of a ritualistic threat of rape of children, via the “spirit-stick,” and not reporting it as required by Ohio law is a felony. Why would Mrs. Vaugh not report this so an investigation could be launched?

We are turning this information, and other documents, over to the Department of Education and ask the county Board of Education to place Mrs. Vaughn on leave until this incident has been thoroughly investigated. One aspect of this case we’d like examined is if Mrs. Vaughn was promoted to County Superintendent for her role in covering up these sexual crimes against children.

Citizens, how can Mrs. Vaughn be trusted as the County Superintendent when she has failed her duties under Ohio Law to protect children from a sexual predator and child sexual abuse?
